French President Émile Loubet, in office from 1899-1905, invited Tsar Nicholas II and his wife Alexandra Feodorovna to the French autumnal manoeuvres in 1901. After visiting Emperor Willhelm II in Germany, the Imperial guests arrived in France. The military manoeuvres started at Dunkirk and ended at Reims over three days. The following year, Émile Loubet's return visit to Russia was organised. The present charger was given to the President by the St Petersburg Council in memory of this visit.
