Lot Essay

Marius Moutet (1876-1968) was a member of the French Parliament, who at the age of 92 became the oldest member of the Senate and French Assembly in 1968. He was a diplomat, a colonial adviser and an active member of the Central Committee of the International Federation for Human Rights.

In the 1930s Moutet worked extensively on issues affecting Russian refugees, continuously advocating for improved rights and protection, such as the right of asylum and the right to work. On the initiative of the Russian émigré newspaper Latest News [Poslednie Novosti], on 18 July 1935 at the Hotel Lutetia in Paris the Russian émigré community gifted Moutet this presentation box containing over 10,000 signatures and letters of gratitude for his ongoing work and support.

Signatures of note include: Metropolitan Euloge (1868-1946), General Denikin (1872-1947), Count Kokovtsoff (1853-1943), Paul Miliukov (1859-1943) and Archbishop Seraphim (1879-1959); together with representatives of Russian taxi and Cossack associations in Paris and members of Russian communities in Nice, Toulon, Tarascon, Ugine, Blanc Mesnil, Chaville and Velizy.
