Offprint investigating boundary conditions of the Universe. This paper starts by pointing out that inflationary theory is incomplete because it does not specify the boundary conditions of the Universe. The authors then seek an alternative explanation for the origin of structure in the Universe by computing the quantum mechanical fluctuations expected according to the Hartle-Hawking 'no boundary’ proposal. Quantum mechanical fluctuations in the ground state produce a nearly scale-invariant spectrum of fluctuations in agreement with observations.
